Scott Chan

Scott Chan is the chief investment officer for CalSTRS. He joined CalSTRS in August of 2018 as the deputy chief investment officer. He oversees CalSTRS’ investment division, with an investment portfolio valued at $369 billion as of July 31, 2025. He is responsible for leading a diverse and growing team of over 260 investment professionals. He manages nine critical investment functions including investment services, total fund management, global equity, fixed income, real estate, private equity, risk mitigating strategies, inflation sensitive and sustainable investment and stewardship strategies.
Mr. Chan is a board member of the Toigo Foundation, co-chair and board member of the Institutional Investors Roundtable and serves on the Milken Institute’s Executive Counsel for Diversity, Equity and Inclusion in Asset Management. He’s also on the advisory boards of the Alternative Investment Management Association, Chartered Alternative Investment Analyst Association, The Investment Diversity Exchange and the Kroner Center for Financial Research.
Mr. Chan has a master’s in business administration from Duke University’s Fuqua School of Business and a bachelor’s degree in economics from the University of California, Los Angeles. He is a CFA charterholder.
